About the program

Program Purpose  This program prepares transitioning service members for civilian Port Foreman support roles by providing hands on training for leading port operations. The curriculum builds practical troubleshooting skills, with hands‑on, industry relevant experience that strengthens their technical and professional skills, while creating a strong talent pipeline for future employment opportunities. Employment Pathway  Carver Companies intends to consider qualified SkillBridge participants for full‑time roles such as Port Foreman upon successful completion of the program. While employment is not guaranteed, the training directly aligns with the skills required for these positions.  Program Structure  The program is organized into three core phases with an optional two‑phase extension (up to 12 weeks). Each phase includes skill objectives, training topics, hands‑on tasks, and competency checks.  Phase 1 — Foundations & Onboarding (Week 1): Company Culture, Environment, System, Workflows, Supply Chain   Skill Objectives   Understand Carver companies, environment, systems, and workflow  Understand divisions and supply chain that will lead to the Equipment ship   Training Topics   Carver Marine Towing overview, Port overview, Stevedoring overview, North American Packaging overview, Steelworks overview  Phase 2 — Daily Operations of port crews Skill Objectives   Supervise crew operations including equipment operators, riggers and laborers services correctly and safely under supervision.  Learn basic setup, inspection and safety operations of port equipment Training Topics   Set up and inspection of forklifts, cranes and other material handling machinery Operational view of workload and movement of workforce to support demand and avoid bottleneck Phase 3 — Safe handling and Crew Navigation Ensure cargo handling follow policy and protocol and report equipment issues Skill Objectives   Learn safe handling of cargo and crew navigation Training Topics   Reporting of equipment issues, unsafe conditions or operational delays Monitoring workflow and make operational adjustments to maintain efficiency

What you'll do

About the Role: The Port Foreman supports in overseeing daily port operations, including cargo handling, material movement, and equipment operation. This position directly supervises operators, riggers, and labor crews, ensuring safe and efficient work while maintaining compliance with company and regulatory standards. The Port Foreman is responsible for executing operational plans, reporting issues, and maintaining high productivity levels on the dock and in the terminal. Key Responsibilities:

  • Supervise daily operations of port crews, including equipment operators, riggers, and laborers.
  • Assist in the setup, inspection, and safe operation of port equipment, including forklifts, cranes, and other material handling machinery.
  • Ensure all cargo handling activities follow company policies, OSHA regulations, and safety protocols.
  • Report equipment issues, unsafe conditions, or operational delays to Foreman A or Operations Manager.
  • Monitor workflow and make operational adjustments to maintain efficiency.
  • Train and mentor crew members on operational procedures and safety practices.
  • Maintain accurate logs of work performed, equipment usage, and safety inspections.
  • Communicate effectively with Foreman A, vessel personnel, and terminal staff regarding operational progress and issues.
  • Assist in minor troubleshooting or adjustments of port equipment to ensure continuous operations. Crew Leadership and Administrative Duties:
  • Serve as the team leader for assigned crews when foreman A is off duty, ensuring all employee hours are accurately tracked and approved
  • Develop and manage crew schedules based on vessel arrivals, cargo types, and operational requirements.
  • Oversee payroll submissions for employees under their supervision, ensuring accuracy and timeliness.
  • Coordinate with the Operations Manager and HR team regarding staffing needs, attendance, and scheduling changes.
  • Maintain organized records of timekeeping, attendance, and payroll documentation for compliance and reporting purposes. Required Qualifications:
  • High school diploma or equivalent (GED).
  • Minimum of 3 years of experience in port operations, marine terminals, or logistics.
  • At least 1 year of supervisory or lead experience managing dock crews or material handling operations.
  • Strong knowledge of port equipment, cargo handling procedures, and safety standards.
  • Effective leadership, communication, and problem-solving skills.
  • Ability to read and interpret operational plans, cargo manifests, and equipment documentation.
  • Flexible availability including nights, weekends, and holidays to meet port operational schedules.
