Counterintelligence Technical Support Officer

The Counterintelligence Technical Support Officer provides technical expertise, training, advice, assistance, operational planning, and execution of controlled technical services, Ubiquitous Technical Surveillance (UTS) mitigation strategies, and Identity Data Management (IDM) services in support of Naval Criminal Investigative Service (NCIS) sensitive, controlled Counterintelligence activities.

I. INTRODUCTIONThis position is within the Naval Criminal Investigative Service (NCIS). NCIS is an Echelon 2 command that is assigned the mission of fulfilling the investigative, counterintelligence (CI), counterterrorism, cyber, and physical security responsibilities of the Department of the Navy (DON). NCIS consists of a headquarters, 16 Field Offices, and over 140 field components worldwide. NCIS is made up of over 2,000 professional DON civilian employees and contract support personnel.As the primary agency responsible for leading CI within the DON, NCIS stands at the forefront in identifying and neutralizing foreign intelligence threats to the United States (US) Navy (USN) and US Marine Corps (USMC). Utilizing its extensive investigative and operational expertise, NCIS leads a wide array of CI activities to uncover espionage and insider threats to ensure the protection of classified information and national security interests. Through its specialized capabilities, NCIS conducts sensitive investigations, provides tailored CI training, and fosters crucial partnerships with both domestic and international agencies to effectively counter evolving foreign intelligence threats. This pivotal role underscores NCIS's unparalleled ability to safeguard naval operations, personnel, and assets against hostile foreign actors, thereby upholding the integrity and security of the DON.This position is located within NCIS, Office of the Deputy Director for Operations (02), National Security Directorate (22), Sensitive Activities (22C). The NSD of NCIS employs a wide array of offensive and defensive capabilities to detect, deter, and neutralize intelligence, terrorism, and cyber threats against USN and USMC forces worldwide.II. MAJOR DUTIES AND RESPONSIBILITIESREQUIREMENT AND CAPABILITIES INTEGRATIONThe Counterintelligence Technical Support Officer is responsible for advising, securing, and enabling CI activities to ensure the protection of naval operations, personnel, and assets against foreign intelligence threats. The incumbent’s role in supporting NCIS’ CI mission includes the following responsibilities:1. Signature Reduction (SR): Provide technical expertise and support for SR of operations to protect NCIS personnel, assets, and operations from foreign intelligence threats. This includes developing and implementing measures to minimize the visibility and detectability of NCIS activities.2. Technical Surveillance Countermeasures: Provide ubiquitous technical surveillance (UTS) support, including recommendations on countering the deployment of surveillance technologies and techniques to monitor and counter foreign intelligence activities.3. Technology Integration: Demonstrates proficiency in integrating technical requirements, training methodology, and identifying risk & vulnerabilities to enable support to Signature Reduction, Signature Management, Sensitive Activities, and intelligence-related activities. Integrate advanced surveillance technologies and methodologies into CI operations to enhance the detection and neutralization of espionage, insider threats, and other intelligence threats.4. Technical Training: Develops and delivers training programs for NCIS personnel on signature reduction techniques, technical surveillance methods, and the use of related technologies.5. Operational Support: Assists CI officers and Special Agents in planning and executing operations that require production from technical surveillance through signature reduction capabilities, and providing on-site technical support as needed.6. Policy Development: Assists in the development and implementation of CI policies, procedures, and guidelines that drive CI activities across NCIS that support DON CI objectives.7. Strategic Planning: Assists in the development of strategic plans and objectives for CI efforts to effectively mitigate foreign intelligence threats and enhance national security.8. Resource Allocation: Advises on the allocation of resources, including personnel, funding, and technology, to support CI operations and initiatives across the USN and USMC.9. Training and Education: Develops and delivers CI training and education recommendationsto ensure that Navy and Marine Corps personnel are aware of foreign intelligence threats andequipped with the knowledge and skills to protect sensitive information.10. Investigations and Analysis: Provides support to CI investigations and analysis to identify and neutralize foreign intelligence threats, including espionage, insider threats, and attempts to compromise classified information.11. Compliance and Oversight: Ensures compliance with relevant laws, regulations, and policies governing CI activities, and provides oversight to ensure the effective and ethicalconduct of such activities.MONITORING AND PROGRAM EVALUATION1. UTS Program Monitoring: Monitors the overall UTS program to ensure its applicability and effectiveness for near- and long-term operations, taking into consideration the impact of various factors including technology, social networking, and biometrics.2. Risk Management: Assists in assessing and managing risks associated with foreign intelligence threats, identifying vulnerabilities, and implementing technical measures to mitigate potential risks.3. Reporting and Briefing: Develops and provides well-written SR assessments; preparesreports, briefings, senior level correspondence, and staff action packages in support of DoDand IC requirements. Prepares regular reports and briefings on the status of technical supportactivities, emerging threats, and key findings from technical surveillance and analysis.COORDINATION AND COLLABORATION1. Interagency Liaison: Collaborates with senior staff within the IC, OSD, Military Services, Combatant Commands, and other Non-DOD Federal Departments and Agencies on tactics issues. Collaborate with other military branches, government agencies, and international partners to share information, coordinates technical efforts, and fosters collaboration in addressing common CI challenges.2. Community Participation: Participates in UTS community working groups and training events, and utilizes SR mechanisms as operationally required. Works in a team of various government, subcontractor, and Science Applications International Corporation (SAIC) personnel.3. Operational Coordination: Works closely with CI officers and other NCIS personnel to ensure seamless integration of technical support into broader CI operations and initiatives.Performs other duties as assigned.COORDINATION AND COLLABORATIONMONITORING AND PROGRAM EVALUATION

Applicant must be certified DOW Counterintelligence Agent as defined by DOW policy. Minimum TOP SECRET with eligibility for SENSITIVE COMPARTMENTED INFORMATION clearance.

-Certification as a Technical Operations Officer from an Intelligence Community recognized training course-Military Counterintelligence Collection or Military Source Operations (Category 1 or 2) certification from an Intelligence Community recognized training course-Advanced UTS training from an Intelligence Community recognized training course-Certification in IDM from an Intelligence Community recognized training course-Over 10 years’ experience conducting or supporting Counterintelligence and/or Human Intelligence activities
